Any suggestions or tools on how to address this situation?

This issue came up for someone else just this afternoon:

Sort photos into folders by EXIF date or by folder/filename

[Screenshot 2020-12-18 172027] Hello, as you can see I have a photo taken in 2004 with 2004 in the filename and in the folder name. However, I think the last modified date of the file is 2020. Therefore PhotoStructure seems to have designated it a 2020 photo. Is there a way to fix this?
